Not updating is a security issue.

That’s not a message that I’m aware of, I don’t know anything that would produce such message. I know a message that says that /sbin/init is not executable or not preset, but none specifying systemd. How did you install Arch?

Why are you trying to execute tor directly? Use the systemd unit.
systemd not start unit Job for tor.service failed because the control process exited with error code.
See “systemctl status tor.service” and “journalctl -xeu tor.service” for details
