Correct, and it’s a pretty simple tool, not many features other than installing the packages requested into the chroot.

i just installed artools-base, ran basestrap

ok, not enabled in config, but the corresponding databases are in /var/lib, and keyring seems to be copied too (every single one passed signature check in single run)
