I would comment(place # at front of line) out deb cdrom and all deb-src unless you actually plan to build an install from source. Then issue the correct command as caught by @gnutechie with sudo apt update && sudo apt upgrade

Yes place a # infront of line 1 then save and open a terminal again and enter the command @MrDeplorableUSA mentioned, and let us know what the result is.

Now you can clearly say yes my system is up to date.

i tried to install the dependent packages manually but i guess it broke the system

i get this error when i try to update

or even fix broken install, how can i fix this

Happened with me, u can try to force shutdown and wait for 2-3 minutes and then try again, if possible take backup of important data.
